What the New Entrant Safety Assurance program is
Every carrier that registers a new USDOT number enters an 18-month New Entrant Safety Assurance period. During this window, FMCSA monitors the carrier more closely than an established carrier, and typically conducts a safety audit within the first 12 months. Failing that audit, missing it, or leaving other compliance items unresolved can result in the carrier's New Entrant status β and USDOT number β being revoked.
Why New Entrant reactivation is different
A New Entrant revocation is not the same as a standard deactivation from a missed biennial update. It's tied to a formal safety review process, which means reapplying requires directly addressing whatever caused the revocation β a failed audit item, missing documentation, or an unresolved violation β before FMCSA will consider restoring active status. Simply filing an updated MCS-150 is not sufficient on its own.
Filing process
As of 2026, New Entrant reapplications are filed through Motus, FMCSA's new registration system. See our Motus Transition Guide if you haven't set up account access yet.
- Record and audit review. We review your FMCSA record and the specific reason your New Entrant status was revoked.
- Resolve the compliance issue. The outstanding audit finding, missing documentation, or violation is addressed.
- Reapplication submission. Your reapplication is filed electronically through Motus, and a confirmation is issued once your number is restored to active status.
How long it takes
Timing depends heavily on why your New Entrant status was revoked. A revocation tied to missing paperwork is generally quicker to resolve than one tied to a failed safety audit, which may require FMCSA's safety division to review corrective action before approving reactivation.
